Ad Hoc Committee Exploring Police Transparency and Oversight

Purpose: The Lakewood City Council established this Ad Hoc Committee to explore the creation of a permanent Police Committee that promotes transparency, community collaboration, accountability, and oversight. The committee will review current practices, engage with diverse community perspectives, and recommend policies and structures to strengthen trust between law enforcement and the community.

Key Responsibilities:

  • Assess existing transparency and accountability structures within the Lakewood Police Department.
  • Gather input from the LGBTQIA+ community, with a focus on transgender issues, and other systemically marginalized communities (including BIPOC, people with disabilities, those experiencing homelessness, and individuals impacted by incarceration).
  • Review police complaint processes and completed internal investigations (in compliance with Colorado law).
  • Provide policy-level recommendations on community relations, training, and oversight.
  • Recommend the scope, mission, and structure of a permanent Police Committee, including staffing and cost considerations.

Membership:

  • 9 members who live, work, or have strong ties to Lakewood.
  • Members must reflect Lakewood’s diversity and must have lived experience or professional expertise in one or more of the following areas: LGBTQIA+ community issues, particularly related to transgender community members; law enforcement; victims’ advocacy; civil legal practice.
  • At least two members from systemically marginalized communities.
  • No City employees or immediate family members may serve.

Term: 12 months from the first meeting.

Meetings:

  • Regular meetings will be open to the public.
  • Supported by a staff liaison from the City Clerk’s Office and a trauma-informed facilitator experienced in community engagement and public safety discussions.

Reporting: The Ad Hoc Committee is charged with producing a written report to the City Council within 12 months, including findings, policy recommendations, and a proposed framework for a permanent committee.
