Notice is hereby given that the City of Lakewood, Colorado will accept Bids submitted electronically via the Rocky Mountain E-Purchasing System (R.M.E.P.S.) for: CITY OF LAKEWOOD RECREATION CENTERS ELECTRIC VEHICLE CHARGING INFRASTRUCTURE INSTALLATION PROJECT
A mandatory pre-bid meeting to review and discuss the project will be held onsite at 10:00 a.m. MT September 23, 2026, at Whitlock Recreation Center, 1555 Dover St., Lakewood, CO 80215. We will then travel to the other location. Please note that no late attendees will be admitted. Attendance at both locations is mandatory
The City of Lakewood is constructing public Level 2 electric vehicle (EV) charging stations to expand public charging opportunities within the community. This Contract includes the civil site work, landscaping and electrical infrastructure necessary to support installation of the City's specified electric vehicle supply equipment (EVSE) at the following locations:

  • Whitlock Recreation Center – 1555 Dover St., Lakewood, CO 80215
  • Carmody Recreation Center – 2200 S. Kipling St., Lakewood, CO 80227

The Work generally consists of constructing complete electric vehicle supply infrastructure (EVSI) in accordance with the Contract Drawings and Specifications, up to the designated EVSE connection point identified in the Contract Documents. Work includes, but is not limited to, civil improvements such as trenching, concrete, sidewalk, curb and gutter, pavement restoration, striping, signage, and associated site work; installation of electrical infrastructure including conduit, conductors, electrical equipment, utility coordination, and related electrical construction; and project closeout, including testing documentation, record drawings, warranties, and required closeout submittals. Contractor shall coordinate directly with the City’s EV charger installation Contractor to ensure site is ready for equipment installation.

The project is to be completed within Ninety (90) calendar days from the date of the Notice to Proceed.

Bids will be time-stamped by R.M.E.P.S. upon receipt.  The City will only accept Bids submitted in R.M.E.P.S. and will not accept hard-copy Bids or submitted by any other means.
Bids are required for the entire work described in the Bid Schedules.
If Bidders have questions or need assistance, contact BidNet support at 800-835-4603, option 2.  After uploading Bid documents, Bidders must click the ‘SUBMIT’ button. The City will not accept uploads that are ‘saved’ but not submitted. To verify that a Bid was submitted successfully, Bidders may contact BidNet Support or verify via the Bid Management tab in Bidder’s account that the documents are not in Draft status.
Bids received after the above specified date and time of bid opening, and Bids not prepared and filed in accordance with the ‘Instruction to Bidders’, may be rejected.
Bidding documents/project specifications will be made electronically available online at no cost on the Rocky Mountain E-Purchasing System (R.M.E.P.S.) website at https://www.bidnetdirect.com/colorado, as of September 16, 2026. The City of Lakewood cannot guarantee accurate information for specifications obtained from any source other than the Rocky Mountain E-Purchasing System (R.M.E.P.S.).
All questions shall be sent via email to Bianca Rhoades, Contract Administrator, at 303-987-7672 or bianca.rhoades@lakewoodco.gov, no later than 5:00 p.m., M.T., on September 30, 2026. An Addendum will be issued, if necessary, to include all vendor questions and City responses and posted on R.M.E.P.S.  It is the Bidder’s responsibility to ensure addendums issued are acknowledged and submitted along with their respective Bid documents.  Failure to submit such addendums may result in disqualification of respective Bid.

The City reserves the right to waive any informalities and reject any or all Bids in part or in whole.
