Envision Lakewood 2040 Comprehensive Plan

The Envision Lakewood 2040 Comprehensive Plan is an important citywide document and tool that articulates the vision, values, and priorities for the future of Lakewood. 

The Plan was developed based on input from thousands of Lakewood community members and will guide staff and City leaders to make decisions that reflect the community vision and values. 

On April 23, 2025, the Lakewood Planning Commission unanimously adopted the Plan and on July 28, 2025, the Lakewood City Council unanimously approved the Plan.

2026 Updates 

  • The Envision Lakewood 2040 Comprehensive Plan has received the 2026 Community Award from the American Planning Association's Sustainable Communities Division during the recent National Planning Conference in Detroit. The award honors projects and plans whose work is dedicated to supporting sustainable communities. 
  • The interactive website version of Envision Lakewood 2040 is now live in English and Spanish: compplan.lakewoodco.gov 
  • SB24-174 is a state law that now requires Comprehensive Plans include a water supply element and a strategic growth element by December 31, 2026. Staff have been coordinating with the Colorado Department of Local Affairs (DOLA), peer jurisdictions, Denver Water, and the Denver Regional Council of Governments (DRCOG) regarding these requirements. Envision Lakewood 2040 already includes Guiding Principles, Goals, and Strategies related to water and strategic growth, and the Future Land Use Map reflects these policies and supporting analysis. The city is in the process of gathering additional information for the water supply element. Updates will be posted here as more information becomes available.
